Sounds like it is unplugged or something. The motors for moving the seat are different than the air pump for the lumbar.....if my old memory is correct. Look into the wiring and replace the fuses just in case.....
Ford has not separated the motors for sale....always had to buy a complete seat rack. Salvage yard is a good start if the seat is bad.

I installed a set of 00 GT seats with lumbar in my 96 with a 2 wire set up. If memory serves me correctly there are 4 wires. 2 green ground, one black power and a brown with a strip. Check to make sure the black wire on the car side it getting power if it is, then check the seat side to make sure its getting power, after that its just a process working your way around the seat connectors. If its not the I would look at the fuses inside the car and under the hood.
