Take your mods budget and use it for a lower mileage and/or newer vehicle. I would guess as far as private ownership (as opposed to fleet sales) this model Ford is driven the hardest of anything Ford makes, so the lower the mileage the better, particularly if you can get something with a power train warranty still in force.
Then I would buy the cheaper of the two motorcraft oil coolers (about $200, runs the oil about 30F cooler) and a Passport Max, and go from there.

Depends what you want to do. For me, it was suspension, exhaust, SSK. At a minimum, I feel like the car needs a drop, for appearance and more importantly to mitigate brake dive. Good luck in your search. I'm about to list my '13 for sale here at a very reasonable price.
