The tin foil stuff looks like heat or RF shielding but I have no idea if its factory or not. Seems weird that just those wires would have it and that they would have it INSIDE a plastic loom. I honestly have no idea since I haven't torn that harness down before.
Wires don't just fail from heat. There could be a rub or a kink somewhere. I'm not sure if a simple continuity test on the 2 wires would be enough to show a definite problem or not. With your problem being intermittent, possibly not. Did you try to jumper it like mjr recommended before you tore into it?
And... Yes, its totally possible that's not your problem, but the ECM keeps telling you it is... soo...? Gotta rule out one thing before the next. This one sucks but it beats wasting money on changing parts.

Yes i did jump it but no change. I guess i will take off wheel tomorrow to take off inner fender plastic to get to the other end of the harness. This sucks because this has been the biggest prob ever. Well goodluck to me..

Also about a week ago i swapped the dizzy for a new one from autozone that is a reman... maybe i have a defective dizzy with bad pip? i think i will get a replacement and pay extra for a new dizzy since its still under warranty.

Ive seen bad dizzys out of the box, especially autozone stuff.
Have you sorted out your TPS yet? I would do that before doing anything else. A bad spot in the tps can cause all kinds of havoc with the computer and how it manages the timing.

I will do that after I check the spout wiring. Im already half way thru checking stupid spout connector wiring. The main thing that trips me out is that it always happens when car is warm..? And to be truthful all wires look pretty good so far.

The tps is just a variable resistor. It sweeps just like a volume **** or any other variable resistor does. If you have ever had an old radio that crackles when you turn the volume up or down , the same can happen with the tps, it gets a bad spot on the contact and will cause it to give a bad reading at certain throttle positions.

Well, i checked tps and it was fine. .97 and volts increased steady opening throttle. I said Skrew it and replaced the Autozone reman Dizzy that was only 1 month old with another one! I had nothing to lose (free replacement) Its been 3 days and no problems at all. Drove it pretty far and tomorrow i plan a little 2-3 hour trip. Should be good to go! "cross fingers/knock on wood!" But for sure if this road trip goes well then A/Z sales bad reman dizzys but 2nd one will work! Now i know why peeps said to buy a new one.., lol
